I think Hugo is more striking than Hugh and I like the Victor Hugo association. Hugo makes me think of Hugo Boss and Hugh of Hugh Grant. Hugo is a common name amongst Afrikaans speaking people in South Africa although with a very different pronunciation (He-ghoo). Generally I don't like Hugh or Hugo and would never use them. As far as H-names go I prefer Hadrian and Homer.
