It's a male name. It's the name of a city in Iran.

I went to school with a boy called Sharaz (pronounced shuh-RAZ) so before I saw the part about it being a type of wine I thought it was a variant of Sharaz.
ETA: According to this site: http://www.muslim-names.co.uk/muslim-baby-boy-names-S-8.html Shiraz IS a male Muslim name so I was partly right just the wrong way round, Sharaz is probably a variant of Shiraz.

I can only think of wine...I think it would be a great name for a horse actually!
Female I guess... though all I can think of is wine.
I'd assume masculine, because it reminds me of the name of a guy I knew. His name was Riaz (REE-ahz, just as it looks), which I find really handsome...and overall much more tasteful than Shiraz. ;)
