Altough I prefer Felicia, I think Felicity is a lovely name. Not only is it classy and girly but it means "happiness". What more can you ask from a name? :) However, I wouldn't use "city" as a nickname. It has a "hard" meaning and doesn't quite sound like a name.

I like Felicity but not the nn City as i just don't think it sounds in any way namey. I also love Felicia.

Felicity is nice, but City doesn't sound ideal at all as a nickname. I couldn't imagine purposely calling a girl City when she could be Flicka, Lissy, Flissy, Flossie, etc.
