My top choice would be Annabel, because I like the nicknames as much as the whole name, in particular "Belle/Bel" :)
Very close runners up would be Lyra, Kokomi and Everly (this one because Evie is an all time favorite).
Least favorite - Opal. I am not exactly sure why, I tend to like O names and short names, but yet this one just isn't my fav. haha

Lily 💜
I really love Opal 🫧 Holly 🎄 and Elsa ❄️
Kokomi looks like the odd one out on your name list, and I’m not keen on Lyra because of the “lie” sound.

Lyra is my favorite.
I like:
Lyra
Opal
Grace
Lily
Holly
Kokomi
Annabel
Phoebe
Autumn
Elsie and Elsa are good but a little too short, especially Elsie as a full name.
Aubrey is good but a little dated.
Everly doesn't do much for me but it's not bad.
Madeline and Isabella are pretty but they don't stand out to me.
Matilda isn't my style.

Matilda! I like the old-fashioned vibe and historical associations, and I don't mind the connection with Roald Dahl's character. The name is familiar but not overly popular in the USA.
Madeline, Isabella, Lily, and Everly are all names of little girls of people I know, and they are very popular.
Holly - My favorite after Matilda. Warm, friendly and approachable
Phoebe - cute
Autumn - Pretty
Elsie - I prefer it as a nick name for Elizabeth, but it is nice.
Elsa - okay
Aubrey - okay. a bit dated.
Annabel - Princessy
Grace - Elegant, but I'm wary of virtue names.
Opal - A bit fusty but also fun and vintage. It is like an elderly woman who is out of fashion but is iconically unbothered.
Kokomi - Genshin Impact fan? If you or your spouse aren't Japanese, I wouldn't use.
Lyra - nice

I don't think there's any bad names on your list.
My favorites are:
Phoebe
Autumn
Madeline
Matilda
Holly
My least favorites are:
Grace & Lily. Mainly just cause I've heard them a lot.
I think Elsa & Elsie are nice. I find it interesting when people say Elsie is too juvenile as I always see it as an "old lady" name, due to knowing an elderly woman named Elsie when I was a child.

Lots of cute names!
Favorites - Annabel, Lily, Kokomi
Like - Phoebe, Elsa, Everly, Madeline, Grace, Isabella
Fine names, just not my style - Autumn, Elsie, Aubrey, Opal, Matilda, Holly
I also think Lily, Everly and Phoebe make lovely middle names in particular.

Love: Phoebe (currently my 8th favorite girls' name. I enjoy the sound and like how it has history while still sounding fresh), Lyra (not a favorite but very pretty)
Like: Annabel (prefer Annabeth but this is pretty), Grace (overused but nice), Kokomi (sounds pleasant), Lily (wouldn't use this but it's also nice)
Neutral: Autumn, Madeline, Matilda, Isabella
Not my style: Elsie/Elsa (Elsie sounds childish to me), Aubrey (I like Audrey but I dislike how Aubrey sounds), Everly (seems superficial and fake to me), Opal (I dislike the sound), Holly (personal bias, I think. I do find it pretty)
Favorite: Phoebe
Least favorite: either Everly or Opal

Phoebe: Sounds too silly, like a bird twittering or someone laughing in a really ditzy, giggly way.
Autumn: This is pretty.
Elsie: Mooo!
Elsa
"Elsie": Elsa's just not much better than Elsie.
Aubrey: Stuffy and prissy.
Everly: Vapid.
Annabel: Cutesy, like a high-dollar Victorian-style doll.
Madeline: Yawn.
Grace: It's nice, but nothing really special.
Opal: I wouldn't use it myself but it's got some charm to it.
Kokomi: I have no background in Japanese so this name doesn't mean anything as a name to me, except to sound vaguely like a hot-chocolate mix.
Lily: Babyish and whiny.
Matilda: Ugly companion doll to Annabel.
Holly: Very pretty.
Lyra: Am never sure how to pronounce it, long ee or long i.
Isabella: Bloated and pompous.
I'd choose Holly first, closely folloed by Autumn.

Pronouncing Lyra: nothing proves anything, but it is said that Philip Pullman named his heroine (in the His Dark Materials trilogy) Lyra because of her ability to tell fibs in order to get out of trouble! So that would make it LIEra, not LEEra.
I absolutely love Opal, but for a long time I didn't think it was useable, because what would you use for short? Opie? That's awful. But I love how kooky and grandly antique Opal is, and I've decided I'd use "Pal" or "Pally" as a nickname for it. That suits the eccentric nature of Opal.
My least favourite is Grace. At first I was going to say Lyra, but I realized that honestly, I would probably find Lyra on a real person to be pretty ok. But Grace is just white noise to me.

I like Annabel, Madeline and Isobel, but not Isabella.
Phoebe, Elsa and Matilda are OK.
I actively dislike Autumn, Everly, Grace, Opal, Kokomi, Lily, Holly and Lyra.
Aubrey never ceases to amaze me on fem lists. All right, if you turn the b around, you get a d, but the name still means Elf King and has been a male name for many centuries. With so many names to choose from, I'm surprised that this one has caught on.

Faves: Lily, Matilda, Annabel & Madeline.
For a child, I would choose Matilda. I love the regal history behind it.
My least favourite is Everly. Way too trendy.

Kokomi is my favourite, it has a very beautiful meaning and rolls off the tongue. I have Kokoro on my PNL, but I should have added Kokomi as well. As for my least favourite name, it's Everly. It doesn't sound like a name, rather, sounds like an adverb.
I find Aubrey alright, like Autumn, Elsa, Grace, Lily, Holly, Lyra, Isabella and love Phoebe, Elsie, Annabel, Madeline, Opal and Matilda.

hmm
to name a baby, I think I'd go with Holly. I don't love that name, but it appeals to me most as a name for a real person, out of all these. Sort of a combined classic/nature vibe, not too creative or modern-styled, not too stiff and conventional.
I also like Annabel, Madeline, Lyra, Grace, Isabella, and Elsa, not as faves but as good, appealing names. (Why not Isabel instead of Isabella, though)
Ones I like least: Everly (because what the heck is "Everly" anyway? It seems dumb to me, not even surnamey and I'd rather see a girl named Everett than that), Aubrey (I do like Audrey though, and would have picked that as my fave), Opal (should be good! but it's so ugly sounding to me), Autumn (also don't like the sound even though I like the idea)
