I really don't see why you can't use it. It will be older people who will mention the song, not typically her peers. Might she get sung to? Possibly. It's not outside the realm of possibility that she will get sung to by ill-meaning peers, but Dolly Parton is an American national treasure and I think she'd more likely grow to appreciate the name more than that.
Edit: Oh and the newer Miley Cyrus cover? It'll be forgotten about by the time the kid's a teenager. Miley is a famous singer and will be known much more by her other songs by then, and she might not even be relevant. Cyndi Lauper was just before my time, and she feels like she's a part of the generation before me, not my own. It'll likely be the same. If not Miley herself, certainly the cover song.
