This is a difficult choice for me. Both are family names that I love. My own middle name is a variation of one of them. If I had to choose, maybe I'd go with Victoria.

I like Joseph, nn Joe, for boys and men. Josephine seems to shorten to Jody nowadays, which I heartily dislike; I'm not that fond of Josie either, but it's an improvement.
I'd be happy with Victoria. I'd use Vickie IRL, because that is what my friend's parents named her (and bickered ever after because her father registered the birth and used the Vickie spelling which her mother didn't prefer). Also, using Vickie would save its bearer from the terrible fate of having the nn Tory. With UK politics being in the state they are, Tory should be avoided at all costs.

Josephine. Victoria has been tainted for me by a horrible girl in my primary school class who bullied me for five years.
That being said, I prefer Joanna on Josephine (spelt Johanna because I’m a die-hard Hunger Games fan who would name my kids Primrose and Rue in heartbeat)
