I've seen it used in records.
Eta: I searched Florida as a FN on findagrave, and there were over 7,000 results. Most of them looked to be born in the latter half of the 1800s or in the early 1900s, around when Flora and Florence were popular. There were some double place name combos like Florida Virginia and Florida Buenavista.
Tennessee in comparison had about 4,600 results as a FN.
