It's kind of a bad association for a baby name, but not really in general.
Also, depends how you pronounce it. el-VEER-a wouldn't evoke the character.
I kinda like Elvira as a baby name.
Now I have an earworm ... I heard this a zillion times in my youth, alas:
"My heart's on fie-a / for Elvira
Giddy uppa oom poppa oom poppa mau mau!"
