I couldn't pick Fern in Germany because it means "far away".
So Flora in Germany, but I dislike it.
In English speaking countries I pick Fern. It is magical and fairy-like.
I just hate the sound of Flora, Florence etc.

Fern
I like both, but I think I'd go with Flora. It seems more universal/international, which is always a plus for me.
I don't enjoy the -er- sound - Bertha, Mervyn etc - and though ferns are among my favourite plants, I don't usually like botanical names. Two strikes, and Fern is out.
Flora is much better. I would rather use Florence, both because it is a family name and because I prefer Laura to Flora, and to most other names.

Awww, both are just lovely, but I would go with Fern, plus I think the nn Ferny is super cute.
Flora
It's beautiful, and not as popular as Florence.

Hi !!!
I choose Flora.
It is more intuitive for me being an Italian name.
I personally like Fern as well. It is nature-themed, short and I really like ferns... but in my case it would be pretentious. I personally don't know any person named Fern here (and I think that in Italy they are just a couple).
Flora instead is not only Italian (with Ancient Latin origin) but also an international name that crosses the borders. It is floral, mythological and fairy-like... What else? Simply perfect.
