It's one of my favorite guilty pleasures. I think it's cute and perfectly usable, just not my usual style and I don't live in an English speaking country, so personally I can't use it.
I like the meaning. The word tho makes me think of "peon" but it's ok, it's sweet.

I adore peonies, they are one of my favourite flowers, and the idea of using Peony as a name is tempting. It's very "romance novel" fantastic. In the middle name spot it's a bit more whimsical and less dime store novel.
I love it in theory. Beautiful flower. It has a southern US feel about it I like. But in reality, it probably is a taunt waiting to happen.
