Hopelessly old-fashioned where I'm from (the Netherlands). It peaked in 1952 with about 431 births and has since been in decline - sharply so since the 1970s. In the previous decade (2010s), less than 10 Agneses were born each year. I don't see the name growing in popularity here anytime soon. To the average Dutch person, I would say that the name is about as unattractive as names like Beulah and Gertrude are to the average native English speaker.
