The reference is to Imelda Marcos, who up till 1986 was the wife of Ferdinand Marcos, president/dictator of the Philippines. His government was extremely corrupt and he totally plundered the economy. They lived VERY luxuriously and gaudily, and Imelda's passion was shoes and she had thousands of them, and tons of jewelry too. All this while most of the country's citizens were just managing to survive.Before you criticize a man, walk a mile in his shoes. That way, when you criticize him, you're a mile away and you have his shoes!
