Rosa Isabella is too frilly and feminine for my taste. I think Rosie Isobel would be nicer.
I'd reverse the order of Penelope Ellen - the ending of Penelope and the beginning of Ellen clash. Better yet, Helen or Helena Penelope.

I love both. Rosa Isabella is maybe a bit rhyme-y, but it's indulgently feminine and beautifully soft. I really, really like Penelope.

Rosa is very pretty, and a bit fresher than Rose. I wouldn't pair it with another name that had a z sound.
Can't stand Penelope, it sounds like a Muppet. But Ellen is so cute.

I don’t like Rosa at all. It seems very old lady-ish and frumpy. Rose is very pretty and classy, if not a bit overused :)I love Isabella, regardless of popularity.I don’t like Penelope or Ellen.

I think that Rose Isabella Or Rosa Isabel(le) would flow better.The repetition of the 'el' makes Penelope Ellen not sound good as a combo to me, especially as the stressed syllable in each name.
