I'm not a fan of Harper, but I can definitely tolerate it more than Elliot on a girl. Harper was never that common as a boys' name, so it crossing over to the girls doesn't bother me as much. Surnames on girls aren't the end of the world. Shirley and Beverly are surnames too (and originally boys' names), and these days you'd be hard-pressed to find anyone who think of them as anything but female.
