In the middle slot, I think they are fine for twins or siblings. Or were you asking for middle name suggestions?
The names themselves are similar, for me, in that they both feel strong, but are also quite different in that, for me, Veronica feels warm where Victoria is rather icy.
Because they share several sounds, I feel they are too similar for twins or siblings, but I wouldn't say they'd pose any confusion for cousins.
