Sorry but I'm not a big fan of Rory at all, nor do I think it fits with Simon. All the other names you mentioned are very biblical, so it also makes Rory really stand out and not fit. What about using Gabriel as the fn? It's so handsome!

I love Rory! Very sweet and adorable for a boy but ages well and makes a handsome name for an adult. Rory Gabriel is lovely and goes well with Simon Emmanuel.

I don't like the name Rory, sorry. I don't like it in general, especially for a boy. I see it as very feminine. But Rory and Simon go fine together.

I adore Rory and both combos are very handsome. I prefer the flow of Rory Gabriel a little better just because the hard 'g' is easier off the tongue than the 's' after the 'r' sounds in Rory (if that makes sense haha). But that is just the reasoning that sets that combo slightly ahead of Rory Samuel and it isn't by much. I don't think you can go wrong.
