Considering it has never made the top 100 in Kentucky for boys- and state data only goes to the top 100- even if it was ranked 103 (just off what's reported) in 2012 and there were 60 Finleys in the state born that year making them 3-4 years old now. That would mean roughly 12.6% of the nation's 476 Finleys were born in Kentucky that year, which seems unlikely without a significant cultural reason specific to Kentucky. I went on a little statistics dive because it seemed interesting that Finley would be "very popular" in Kentucky but no where else in the country. It seems like "very popular" would be a stretch even if it was significantly more popular in Kentucky than other states.https://www.ssa.gov/cgi-bin/namesbystate.cgi
