I think Elliot (although I prefer it spelled Elliott) is really accessible for girls since it has the easy nns Ell/ Elle and Ellie, but even if she doesn't go by a nn, it still works well.
I think it's great that a lot of names are becoming more unisex lately, and people are seeing that gender just isn't that big of a deal. I also like a lot of other "masculine" names for girls like Wyatt, Logan and Rory. A girl with a more masculine name can go by a nickname or maybe her middle name if she wants something more feminine, and she'll probably appreciate the option.
