I'm always confused when you say this, because I have never known anyone to act that way about a somewhat-unusual name just because they were from a small town. My hometown is small, and I have met people with some weird names. People just roll with it.* Volleyballs in formaldehyde tend to leave me cold. *

This is a German / Swedish area, especially in small towns. There is a name for this way of thinking - Will Farrell talked about it. No one wants to stick out, everyone wants to fit in. My in-laws are very much like that. Anything 'different' is a way of getting attention. They're pretty insular. It's really hard to explain, because they aren't the norm anymore, they're a bit of a throw back. But the throw back is around enough that it's still an issue? IDK. They don't dye their hair, they don't have piercings - even ear piercings, etc. It really is influenced by the Swedish culture, though.

I guess it's just different there. Where I'm from, we don't have ONE ethnic background that heavily influenced our local culture, so that probably has something to do with it.

Probably.Fargo is very much changing and it's interesting to watch, but right now it's still very much German / Swedish / Norwegian.
