Elouan has a very nice sound. To my ears, it sounds somewhat feminine, but it could certainly grow on me.
Arsinoë seems rather complicated to me, and sadly reminds me too much of Arsinio or Orsino to be attractive on a girl.

It's a bit over the top, in my opinion. They're ok names, but a bit complicated, confusing and not that easy to pronounce. I could get used to it though.
Oh, man! I've loved Arsinoë for ages but everyone always said I was crazy for loving it. The history of Cleopatra's sister and how the name sounds and is spelled just always put people off. Though I prn it more ahr SIN oh eh
Elouan is nmsaa. Too many vowels and it's very soft-sounding. I prefer my boys names to be more solid.
