No it is not as common as Olivia and in my opinion it is a very pretty name and I do think it fits into the "old is new". I like Kathleen paired with it and even Louise. But , I dont' care for Diane.
Louise is almost as common as Anne , though , it is much cuter.

It is...But when a name pops up so much on nameboards, its a sign that it will jump.
