I prefer it said as el-veer-uh
I don't know but I like the American pronounciation el-VY-ruh as a GP. I know in some cultures/languages the b an v are pronounced the same but as they are so different here that is hard for me to imagine.
When I moved to Canada from Spain the Spanish (at 8) that Hispanic people speak was not "really Spanish" to me. In Spain a V is pron. as B. I'm not sure about other countries.
