Yes, that happens and you described the whole illusion of multi-culturalism. It's like Canada prides itself in multi-culturalism but really it's not. I taught seminars about this and it felt like I was breaking people's ingrained beliefs.
I totally agree with you when it comes to typically Italian names like Giancarlo, etc. especially when the person lives in a distinctly separated community and, of course, it depends on the person that's giving the name (how comfortale he/she is).
