There was a boy I went to school with for a short time, named Ramses. For whatever it's worth, he was not white-looking, but was American born and I was too young to wonder or guess at where his family originated. I guess if I'd never seen it before, and the bearer was white, I might think it was celeb-ish (is this bad, that I have this double standard? probably, but, there it is; it's based on learned expectation rather than judgment).
It's unusual but not extreme, IMO. Sounds reasonably normal and not nearly as much of a dramatic reference as, say, Tutankhamen or Amenhotep or Nefertiti. About the same level of drama as Isis. I think it sounds likeable. I prefer Ramses because I find it awkward to say with the e in the middle; with 3 syllables there seems to be too much emphasis on the eee sound in the last syllable. The only thing I'd worry about is, I have a vague association with condom marketing. I had to google it. Apparently Ramses is a brand of them.
