They'd sound basically the same to me. Cedra would have more of a schwa sound and Sidra an ih sound, but when spoken it's so close to easily hear a difference.
Cedra: SEHD-ra. Maybe KEHD-ra, but I'd be 99% sure it was SEHD-ra if I saw it.
Sidra: SIHD-ra / SIH-dra.

I've never seen or heard Cedra before. I would assume its a feminine form of Cedric and pronounce it "SED-ruh."

Sidra looks like it should be SID-ra to me, SID like in Sidney. SEED-ra would be my second guess.
