Penelope is wonderful and deserves something equally as polysyllabic and splendid. So, let's put Paisley in the mn position and give the girls reverse initials:
Penelope Ruth
Rosabel Paisley
Ruth and Rosabel have enormous 19th-century charm, and though Paisley is actually a very rare instance of a place name that I can enjoy on a person, it does clash with Penelope!
By the way, if they enjoy matchy names (initials or whatever), try them on Nel and Bel!

I have always liked Penelope but I don't like Paisley very much. I have a problem with twin names beginning with the same letter. A combination which I like is:
Penelope & Natalie
And if it has to be another P name, then I think:
Penelope & Phillipa
Penelope & Phoenix
Then I must say that I don't think Penelope sounds so good with the brothers' names. In that case I think that when they like Blythe and Aria it would sound nice with:
Blythe & Aurelia
They would fit much better with the names of their brothers:)

I don't care for Paisley at all to be honest. It sounds too cutesy to me. How about Ainsley / Ainslie instead? It's close to Paisley, but it has a bit more substance and starts with a letter other than "P." I'm not too keen on the idea of giving twins names that start with the same letter, but if they prefer another "P" name, how about Phoebe, Phaedra, or Pearl?
Penelope and Delilah go together really well. I like Penelope and Blythe too. Aria would work, but I prefer Delilah and Blythe.
Other ideas:
Aurora
Cassandra
Maia
Augusta
Ariadne
Evadne
Zoe
Maren
Maris
Camille
Cora
Nora
Ivy
Annabel / Annabelle
Vivian / Vivien / Vivienne
Talia
Natalia / Natalya
Audra
Audrey
Tessa
Tamsin
Dahlia / Dalia
Adria
Danica
Dania
Ayla
Gwendolyn / Gwendolen
Giselle
Sage
Saffron
Maeve

Penelope is classic, feminine, and loaded with cool Greek mythological references. Paisley is . . . not.
If one twin gets a classic anme why should the other be short-changed? Plus, the cutesy factor in the names sounding so similar bugs me. I bet it would bug the twins too. I don't get why parents would set themselves up for so much confusion under one roof.
"Penelope and Blythe" is my favorite from the alternate names. But any of them would be better than trendy Paisley.
Penelope Jane
Penelope Blythe (obviously not if they use Blythe for the second twin)
Penelope Tess
Penelope Alix / Alice
Penelope Laurel
Penelope Kate
Penelope Joy
Penelope Carys
Penelope Iris
Penelope Mor
Penelope Abigail
Penelope Maya / Maia (both "MIE-uh")
Blythe Eleanor
Blythe Hannah
Blythe Meadow (= happy meadow -- too cute?)
Blythe Julia
Blythe Hilary
Blythe Jessamine ("-min")(variant of Jasmine)

Ugh, those don't go together at all! I really like Penelope though.
Penelope & Persephone (probably be a bit ridiculous... but they could go by Nellie and Sephie?)
Penelope & Padma
Penelope & Parvana
Penelope & Pavane
Penelope & Pascale
Penelope & Primrose
Penelope & Petunia
Penelope & Paulina
Penelope & Parvati
(they do have to both start with P, right?)
I love Aria and Blythe.

I lovve Penelope, I wouldn't change that, but Paisley?! What an awful name! No offence to your step-brother and wife. On top of that, I hate matching twin names, so the two P names aren't so great together. From the other names they like, I think Delilah would fit best, Penelope and Delilah. If they were my own twins, I would name them Penelope and Juliet.
Some combo ideas:
Penelope Dawn
Penelope June
Penelope Grace
Penelope Louisa
Penelope Lucia
Penelope Violet
Penelope Rose
Penelope Hope
Penelope Faith
Delilah Greer
Delilah Blythe
Delilah Holly
Delilah Rose
Delilah Valentina
Delilah Vivian
I'd name them Penelope June and Delilah Rose, Penny and Lilah

I don't think I would be alliterative when naming twins. To me, that just isn't my style. And you are right, I like Penelope way better than Paisley. Paisley is kind of cute and modern while Penelope is a more classic name. They are both okay, but don't seem to go together in a a sense.
I like Penelope a lot. Penelope and Delilah would be sweet. I also really like Aria!

Ugh sorry i double posted. Ignore

Yeah I prefer Penelope. Paisley is nice but I still prefer Penelope. Other names that begin with 'P' could be, Paris, Patricia, Paige, Pamela, Priscilla if they like those though.
I'm not sure what middle names could go with them though...
I think Aria is nice but maybe Ariana would be even nicer :)
