The root of it is "luc", but I wouldn't balk at Linda as a nn name for it, especially if honoring a loved one with the nn is important to you. Maybe...

Lucinda's a pleasant name. I think of Luci before I think of Linda, but if you like both, then it's a good mix without feeling tacky or smushed.

It could work well enough as homage to Linda: why not? Linda or Lindy would be just as good a nn as Lucy or Cindy. (I've known two Lucindas, both of whom went by Cindy.)
I like it but I don't think that it works as an homage to Linda. Maybe I'll ask my sister Linda what she thinks.
