In South Africa it's always clah-rah; there's quite a strong Dutch and German influence here as well as British. But the namers of Clarah or however they wrote it down were very British Brits, and clearly they thought that changing Clah-rah to Clair-ah-rhymes-with-Sarah was the most daring and innovative action imaginable!
