I rather like Bradley.
I would never use Billy on its own. Way too nicknamey and childish. I feel that it should only be used as a nickname for William, and then can be shortened to Bill once the child reaches adulthood. I've known many adult Bills, but no adult Billys.
Even so, I don't care for Billy or Bill. Billy and Bill were the ubiquitous nicknames for William in my generation, and there were many of them. I guess that's why people of my generation turned away from them and began using Will instead. My son's name is William, after his father, and I remember the one thing I did NOT want was for him to be called Billy or Bill, so he has always been Will.

I have to say, I'm not too keen on either. Bradley is a better name than Billy, but I'm not crazy about either.
