It sounds very dated to me - the only one I know is in her 60s. And I don't like it one bit: too country-music. It's also one of the many French names that get used by people who don't know any French at all, which can be pretentious.
The Lucille I know has never been Lucy. She is quiet and mousy. However, I far prefer Lucy to Lucille and would rather use it any day.
