It would be like Kayley Rose and Roseanna Hayley or something. I don't know if that's bad or not. On the one hand they'd just be Kayley and Roseanna (or Noah and Elsa) which aren't similar at all.

How do you think the names sound together? Picture yourself screaming them at a birthday party or supermarket. By the way, have you considered two-middle name combos? I know some people don't like them, but sometimes I find they help balance out the name. Like, say, Noah Estella Rose and Elsa Noelle Jane - suddenly they don't look or sound so similar anymore. This is just my opinion, of course.
