I would pronounce it Uh-LEE-sha unless told otherwise (ie Uh-LISS-Sia). I personally detest the name, but it's because of a bad real life association not because of how it sounds. Of course, I also knew a girl named Licia once, pronounced LEE-sha and she was constantly contending with being called Dog-Licia.
