I have friends living in the same city as you with a three-year-old daughter named Millicent "Milly", so I think Millie is totally usable :) It's also cute as a nickname for Amelia / Emilia and Camilla, among others.

Although I prefer it as a nn, I could see it as a given name. It feels more formal than similar Molly. There are definitely better full name choices than Mildred!
