I'd say Judith Veronica. As Kinborough said, it's got lots of pow. Both names are very rich and thick, and they contrast nicely. Judith Cecilia's sweet too, though their contrast is a little rougher. I think both of those are great options. Judith Truth is impossible to say (I've been trying).

Judith Veronica has lots of pow.
Cecilia is nice but I think Veronica feels less matronly with Judith. It has a bit more sass.
Truth is lovely but it doesn't work with Judith. I'm struggling to say it halfway nicely. Truth is nice to see over True or Tru which feel contrived. Truth feels like a virtue name, True does not. It has sort of a Harlequin romance feel.

Judith Veronica flows the best. The -th ending on Truth makes it sound weird with Judith. May I suggest Judith Sojourner? I think that would be a great combo.

I like the sound of Cecilia, although I don't like its meaning.

Judith Truth is somewhat hard and clunky to say, which is a shame because it's kind of neat. I favor Judith Veronica because it's sweet and Veronica is fresher than Cecilia (I don't really like using "fresh" to describe names, but it's the best I can think of at 1:30 in the morning). Judith and Cecilia are both somewhat frumpy old librarian names to me, so pairing them together is not what I'd personally choose, but there's nothing wrong with it. That is why Veronica kind of livens Judith up and makes me like it more. The flow is good with both Veronica and Cecilia, so depending on personal preference you could use either.
