At a pinch, yes. Although from different countries, and meaning different things, they do have a Celtic background in common.
I much prefer Rhys to Ryan.
But Rowan might be an alternative to consider.

Sure! It's pretty common for honoring by using a same letter or sound or even meaning. Rhys wouldn't be obvious, but the bearer would understand, and that's what's important.
I *love* Rhys and it's quite high on my favourites list. I don't think it works as a namesake for Ryan, though. They're from different cultures and sound completely different (REES / RIE-un). The only commonality is that they're both an 'R' name with a 'y' in them. Not really namesake material in my opinion.
I don't see any connection between these two names, the common letters of R and Y are not significant.
