Depends on the context
In English, LORE-uh. But in the context of other languages my first shot would be saying it LOW-rah. To clarify that's an "ow" sound like couch, out, louse, etc. as opposed to a long "o" like show, blow, or Joe. I'd only ever think to pronounce Lara as LAHR-a, although I can envision how Laura with an accent might be closer to that that how I'd say or think it.
