Nay. It reminds me of an annoying character on Freaks and Geeks. One of the greatest shows ever, but not a character I'd like associated with my child. Most people wouldn't have that association with the name, of course.
"Nay" as a formal name in itself. I prefer it as a nickname for Millicent, which I think is lovely.

...Is what I think of when I hear the name. I didn't used to like it, but now I don't mind it for someone else's child (nn or full name). If I knew her, she'd hear a lot of "Beat the drums 'cause here comes thoroughly modern Millie now!" from me, though. ;)
