I think it varies regionally
I've met several men named Louis and I've never heard anyone around here use the loo-ee pronunciation. On the other hand I can't really remember ever meeting a Lewis.
I prefer the spelling Louis but only because it's my grandfather's name. In general I don't care for either Louis or Lewis.

Though everything Chazda and Miranda said about Louis being "first" is also true, and that Lewis may be a tad surnamey, I personally prefer Lewis. Despite being an English speaker, I still want to say "Loo-EE" when I see Louis. And Lewis seems somewhat more "regal" and handsome to me.
