They just do. Sometimes the same sequence of sounds evolves as a name in two or more different cultures.

Raisa,
Naomi and
Yuri (to name a few) are such names.

Mina as
Meena. However, from an etymological standpoint, they are not the same name. They have different origins and different languages of usage.
