I found a site that has a supposed arabic spelling of the name. this place says "kaf waw thah reh". there are no diacritical marks present, but that doesn't mean the name doesn't have them. I would pronounce it two ways:

Kaoutar is an Arabic name, but I can't find much else about it and it doesn't seem to be a very common name. Most of the ones I am finding are Moroccan.
