I like:
Angelique (I would be content with this eventually usurping all the other Angel- names)
Billie
Guinevere (!)
India (using this would actually make me uncomfortable, though)
Salma
Soleil (though I'd prefer the double name Marie-Soleil)
Tatiana (so this fell off and then jumped right back on, didn't it?)
Vida (I wonder if the TV show had anything to do with this - though in the show, their mother's real name was Vidalia)
&
Adrien
Benedict (we can thank Cumberbatch for this)
Dimitri
Elio
Ephraim
Evander
Kathleen & Howard surprised me the most, with how retro they are.

I dislike most of these.
Birdie - makes me think of "bird" which is slang for an attractive girl. To me it is like calling a child Chicky. It's really immature and hard to grow up with.
Jaylani - "jail".
Angelique - this is fine.
Arleth - sounds like someone trying to say Scarlett with a mouth full of food.
Emberlynn - odd.
Billie - I hate these greasy old-guy nickname names for girls such as Billie or Stevie. So bad.
Goldie - too nickname-ish.
Guinevere - this is nice!
Indigo - indigo child. Sort of crazy.
Vida - living la vida loca.
Soraya - okay.
Salma - prefer Selma.
Clover - cute cow.
The only ones I really like are India and Guinevere.
Loyalty is so bad.
I'd rather have Susan and even Karen over Loyalty and Jaylani any day.
Ozzy - god, why, this is so bad. Makes me think of Ozzy Ozborne (I hope I spelled this correctly) who is terrible. What a burden.
Ocean - this is sort of nice.
Bowie - had (allegedly) sex with underaged girls, sounds like bowel movements. No thanks.
Cassian and Elio are nice.

I agree with your opinions about Birdie and Billie. Well said. I know Birdie "has history" but that doesn't make it better imo.
Also agree about Angelique and Guinevere.
Not to argue with you but just my reaction to your comments ... I would describe Indigo as flakey. Crazy would be like Plum or Apple imo. Indigo is less stuckup than Blue. It's more a pop granola style, these days - more like Meadow.
I think Loyalty is not so bad. I like it more than Royalty, which is much more popular (although I don't mind it - personally I don't feel like it is referring to a divine right to rule, it's more a value-name trying to evoke intrinsic dignity). Better Loyalty than saccharine Serenity, or vapid "Everly," imho.

Names I like enough to mention:
Clover - I can never quite decide if I like this name for a person or not but it's interesting
Angelique - just pretty
Ocean - also interesting though I'm not really into it
Elia - as an ASoIaF fan I must support
Salma
Arleth
Guinevere - love it
Loyalty - what can I say I like a virtue name
Soraya
Vida
Tatiana - a favorite
Eleanora
Loyal - again I love virtue names, and I like a nice O sound (and have a bit of a fondness for Royal mostly due to the Little House books)
Evander - big fan
Kylian - I love this one
Cassian - I like a Cass name and I appreciate the Star Wars connection
Agustin
Ephraim
Benedict

Boys:
Benedict is kind of fun
Evander

Most of them didn't really surprised me, as I didn't bother to anticipate which new names would be added. Pretty much just hoping to see Elowen. *sigh* lol! But the ones that did happen to surprise me include: Elon (Parents aren't bothered by the namesake, Elon Musk?! & Ryder (thousand times worse on a girl. OMG. Really hope this one doesn't take off. It sounds sexual
I like these ones the most:
Eleanora (Not very surprising, given that 'Eleanor' is trending, along with a few 'El' names)
Vida
Elia (Eliah is so close! But I have a strong feeling parents are prounciation this one differently for girls)
Dalia
Guinevere (Prefer Genevieve though)
Azria
Arlette (LOVE! Glad to see it, but not much surprised seeing how Charlotte and Scarlett are trending, along with some 'Et' ending names I think...
Adrien (But always prefer spelling of 'Adrian')
Alfonso: (Not a favorite of mine per se, but it's fun to say. Reminds me of the actor who played Carlton from 'The Fresh Prince of Bel Air'
Dimitri (Don't know which spelling is my favorite though. Seems to be so many)
Elio (Although it does make me think of pizza, for some strange reason)
Eliam (seems ok, but would rather see 'Elian' or 'Eliah')
Azriel (Like but not as much as 'Azrael' A name I just find very cool)
Cassian (Prefer to see Cassander though, or even Cassius)
I wondered which names we lost this year though. I know Karen fell off (No surprise there) and I think Gerald and Brett. Wonder which others. /:

These names fell off the Top 1000
https://www.behindthename.com/names/browse.php?operator_popularity=is&value_popularity[]=united-states&yearoperator_popularity=is&year_popularity[]=2020&rankoperator_popularity=is&operator_popularity2=isnot&value_popularity2[]=united-states&yearoperator_popularity2=is&year_popularity2[]=2021&rankoperator_popularity2=is
As you pointed out, there is no surprise why Karen fell off. Many of these names feel dated to me (and I'm not even American), but I'd like to know other explanations.
