No, I don't think of any of these things. I just think "kind of like Phoebe".

Aside from the afmentioned heebie-jeebies, mostly this name makes me think "oh gosh such a person would be mistaken for Phoebe all the time" I like Phoebe, I'm indifferent to Hebe but I don't hate it.
