I prefer Keira. I pronounce it keer-a. And I find it to be the most intuitive spelling to get the pronunciation you’re after.
Kira looks incomplete, and at first glance I would pronounce Kyra as “kie-ra” (ie to rhyme with eye).
I’ve never heard any of these pronounced “kay-ra”.

English is not my first language and I have a lot of trouble With transcriptions, by “Kay-ra” I meant what you wrote as “kiera” to rhyme with “eye”. Which is always how I thought Keira Knightley’s name was pronounced.
