Safira reminds me of the car (Vauxhall Zafira) and Zephora reminds me of the make-up brand (Sephora). Too many associations, even though both names sound very pretty!

So they are different enough to go well while if you choose Zephora with /z/ and /ph/ is way too close-sounding.

If you want an f sound, use Zephora; if you want a p sound, use Zipora. But why not use Zipporah? Similarly, I'd use Sapphira.

Zipporah and Sapphira would be better, but they are still rather close, what about Zipporah and Sapphire or Affia Deborah, Keturah, Kezia, Aquilla, Druscilla, Priscilla, Magdalena, Tabitha, Susannah, Talitha, Martha, Abijah, Ada, Adina, Asenath, Ariel, Atarah, Esther, Hadassah, Jemima, Jerusha, Joanna, Leah, Lydia, Micaiah, Miriam, Naomi, Penninah, Prisca, Rebekah, Shiloh, Tamar, Tamara, Tirzah, Vashti

That sounds incredibly confusing.

They’re basically the same name.

They sound awfully similar.
