I'm thinking maybe from Arabic Nur meaning "Light", some sites says Noar is Hebrew and means "Enlightenment", or from French Noir meaning "Black".

Noar is a European Jewish surname. Somewhere put its use as surname 89%, first name 11%. One suggestion was the family was originally Schwartz, but it was changed to Noar (am irregular spelling variant of French Noir), possibly in Russia. This is probably unconnected with the first name.
