This is probably a recently invented name. Parents in Latin America -- especially in the Caribbean countries like the Dominican Republic -- are fond of creating new names by blending syllables from other names, similarly to African-Americans in the USA. Yaribely looks like it's a blend of previously common names like Yaritza and Isabel, with -y added. Hispanic parents will often add -y to multiple syllable names, unlike English speaking parents. It's not unusual to see forms like Joanny in Hispanic or Brazilian cultures.
