I like quite a few welsh names, faves include Megan, Anwen & Rhiannon. As for whether welsh names should only be used on welsh people, difficult, mostly I'd say no if you like it go with it. However, I feel it is alot nicer if you can find names you like within your own herritage. Many names like Megan are no longer realy welsh because they have become much more widely used, but from my experience there are others which are still very Welsh & it would still be seen as a little odd certainly here in England on an English person, for example, Llewella, Blodeuwedd, Dai, Rhodri, I certainly wouldn't use such strong sounding welsh names especially as with some pronunciation may also be a problem.
