Both Xandinho and Xande are nicknames for Alexandre and therefore are "actual" names (no different from Billy or Maggie and all the diminutives listed on the BtN database) — just not "legal" names because (with a few exceptions) Portuguese costume doesn't allow for nicknames to be registered as legal names.
However, Brazil has no name laws whatsoever so it's not unlikely that there are some people who are legally named Xande and Xandinho.
