Well, since the 1990s we've had an increase in more international names, so you get imports from all over (and some spelling or pronunciation solutions parents come up with are ''interesting'').
Yes, Jasmin is common, especially among Bosnian Muslims. The name of the flower is a male noun in Croatian, so it’s only a male name here. Jasmina and Jasminka are female.
