Wow, that's really cool your baby will be raised bilingual in Welsh and English! :)
Since Celyn is 'masculine', and would be perceived as such by fellow Welsh-speakers...and I know that other Welsh masculine names have been made feminine by adding the -wen suffix (for example: Bran - masculine, to Branwen - feminine)...have you and your husband considered doing the same for Celyn? That is, making it Celynwen? I did a quick online search and apparently this has been done before, so there is precedent, even if it is rare. I think it sounds quite lovely, though I like Celyn, too. You could name her Celynwen and call her Celyn for short, perhaps. Forgive my lack of knowledge of Welsh, but wouldn't then her name mean 'blessed holly' or 'fair (beautiful) holly'? I think that's just lovely. :) Since it does appear that a feminine form of Celyn - Celynwen - is rare, that would make her name even more distinctive (more so than just Celyn), and still feminine. Of course you don't have to like Celynwen, or perhaps you've already thought of it and rejected it, but I thought I'd throw it out there anyway in case you've never heard the feminine form before since it's rare. :P
I know many others have already said this, but Celyn Lyra sounds nice. So does Celyn Fflur and and Celyn Tesni. :)
I went and looked at the Welsh names on this site and thought these might also sound/work well:
Celyn Mair (Celynwen Mair)
Celyn Mari (Celynwen Mari) -- BtN says it's a Welsh diminutive of Mair.
Celyn Mared (Celynwen Mared)
Celyn Eira (Celynwen Eira)
Celyn Betrys (Celynwen Betrys)
